U need to fix ur eyebrows on the part of the orbitals for it to be feasible, on the other hand high set eyebrows are often due to high orbitals , so lowering them makes no sense since there will be no bones to draw them. When you do a classic browslift and you raise to the top the edge of the eyebrows u can still get a result cuz the eyebrows remain roughly in the same places and especially the fixed part always touches the bone (even if its uncanny)
