I would be weary.

Any surgeon WORTH their money would emigrate from Lithuania in a second, since their medical degrees are accepted elsewhere. And then these runaway-surgeons would be charging you 5k for canthoplasty, and 10k for rhino as other top surgeons do somewhere in finland or germany.

this means in practice, that only surgeons with insufficient experience stay in poor countries. experienced surgeons simply do not stay in Lithuania
