Applying ice to face?

Currently im only using it for the eyes but i want to try it out on my whole face aswell. I've heard about paradoxical adipose hypertrophy (PAH) and it can make fat in face worse especially if you're hispanic/ethnic . I'm caucasian/white , will i work? Can someone tell me what ethnic is? Like blacks/asians /hispanics, minorities in certain countries?
