The intelligence potential of an individual is but a) measurement is extremely difficult b) variance within groups does not imply variance between groups and c) individuals rarely achieve their potential because of the influence of environmental factors

For example in the 1920s ashkenazi Jews were below average iq compared to whites in data collected from the first world war. Clearly their genetics haven't changed meaningfully in the last 100 years.
