Honestly I don't think so. I've seen plenty of smart black people and plenty of stupid whites and chinese. I think it's just the level of opportunities and quality of life and education in "high IQ" countries. Plus IQ is a pretty shitty measure of how intelligent someone is. Lots of blacks are successful while most asians wageslave thier entire lives for peanuts, how the fuck are they the smartest people in the world?

Africans, more often than not, are very civilized and smart people. So are Black Americans that live in good areas.

Black people that live in bad areas are usually low intelligence, not low iq. but that's obvious bc they're affected by their environment since it's life or death out there and they don't good quality necessities, but even then there will be smart ones.

how good you do at a problem solving test -> pretty good indicator of how good you are at problem solving. if you look at the result of a single person then that can be an outlier, but when you look at the results of hundreds of thousands of people then it becomes everything but meaningless. stop rationalizing it to fit what you want to be true, just think about it objectively.

I'm not rationalizing anything I'm just trying to present to you two things;
1.environment is a huge factor in the development of intelligence.
2. IQ is a mediocre way of measuring intelligence. Is it the best way we have at doing it? Sure probably, but it's got many problems and I would argue its more than just outliners. There are plenty of smart people in this world and you will find that no genuinely smart person will brag about some random number

IQ isn't 100% genetic like most people think. Living in a shitty shithole where your mom gets macheted to death in front of you when your 5 years old won't make you better at problem solving. And in America, most blacks live in poverty and are exposed to violence and an overall stressful environment since birth. This can literally cause brain damage in kids. Plus there's black culture which glorifies violence which doesn't help too much. Finally, you got the elites (jews and white and chinese billionaires) who are profiting off black misery
