Are bug eyes a climactic adaptation?

I live in a cold region and most people here dont have bug eyes. Almost everyone has well hooded eyes with a good browridge.

But whenever i visit a hot region, the frequency of bug eyes increases.

Could this be a climactic adaptation?
For example: white people have small and well protected eyes whereas Africans have large eyes with uee
What do you all think of this theory?
