Are Filipinos Capped at HTN by PSL standards?

As a Filipino, I've seen plenty of decent Filipinos but I feel like there are no pure Filipinos that are above HTN. What do y'all think. There are some Indian chads because they can have white features but not Filipinos. I feel like the ethnic coloring and features we possess are unfavorable by Western standards. What do yall think?
