"Europe" is a malleable concept. Greece WASN'T considered "Europe" by the Latins. They were seen as "barbarians". Also, not all of Greece is in "Europe". The Dodecanese is in Asia Minor and Rhdoes is EAST of Istanbul. Even Crete is hardly in "Europe".

Also, Greeks are intermediate skinned (not pale obviously) and are genetically intermediate between Europe and the Middle East. If anything, mdoern Greeks are MORE dipigmented than Ancient Greeks and have LOST more Middle Eastern ancestry due to Slavic invasions. If the Slavic invasions couldn't whiten them or sever their link to the Middle East, what makes you think they fall under the vague conception of "white European"? There's no large genetic boundaries between the artificial borders between Anatolia and Thrace. Also, why would Greeks be pale on average? Their climate hardly allows for that so why wouldn't selective pressure kick in to reduce the harmful effects of the sun? Like SKIN DARKENING.

"White" is a meaningless term. If we're talking about power structures, then MAYBE. I mean, nobody thinks of Greeks as threats generally speaking, but even then, Greeks weren't always seen as "white" or if they were, "lesser whites".

If we're talking physically, then can intermediate skin tones be seen as "white"? Generally not, since Kurds, Turks and Armenians are occasionally at BEST considered "white". So in that regard, no, not really.

There's also way too much phenotypic diversity to apply essentialist terms to the Greeks. Greece is far more genetically and phenotypically diverse than the UK or Germany. It's worth noting that European ancestries DECREASE North-South-East in Greece with Dodecanese Greeks potentially deriving the majority of their ancestry from the Middle East. But genetics are clinal and the Dodecanese IS in Asia.
