Im 15, all the gyms around me are 16+ and my parents are “scared of me going to the gym”

Im in the process of getting an e-bike, but I won’t have it by next month so gym is off the table until then

I’m 60kg and 6’0 (183cm)

I have some dumbbells at home, are home workouts cope or am I able to see gains?

Try to copy gym workouts with home exercises. Most "At home workouts" on the internet are cope.
But you can make it work if you want to.

I'd do something like:
Push-ups 2x6-10
Wide grip pull-ups 2x6-10
Whatever squat variation you can get 6-10 reps with, 3 sets
Tricep focused push ups 1x6-10
Supinated grip chin ups 1x6-10
Whatever hip hinge variation you can get 6-10 reps with, 2 sets

If doing bodyweight exercises becomes too light - get a backpack and load the exercise instead of adding reps or even worse sets.
Do this workout 3x a week, Mon Wed Fri. Every set should be close to failure, or to failure.

You will add some muscle mass, but when you will get to the gym the progress will be much faster.
