Are my eyes fixable trough non-surgical ways?

Non-surgically? No.

I mean you can thicken your eyebrows, dye them, improve your eyelashes, but that won't do much about the majority flaws in your eye area, you certainly would need surgical correction if you truly wanted to improve here. Sorry, but that's how it is.

Canthoplasty (for your canthal tilt), fat grafting (upper eyelid exposure) and hydroxyapatite orbital floor reconstruction (major eye asymmetry, one eye sitting lower than the other).

Also, you have some creases in your lower eyelid area, this can be multifactorial. Irritation, dryness, lack of sleep, hydration, sun exposure. I'd use a targeted undereye retinoid serum, an appropriate eye serum and applying sunscreen in the area.
