slightly open, but the growth plates doesnt close at the same time, meaning youre clavicles might have a lot more growth for example

This is a notion that goes around sometimes which isn't true, at least partially. You grow from the outside in at the functional equivalents. So your toes close first but so do your fingers. Vice verse for hands wrists arms and legs. So no if the wrist is closed then it's over for him more than likely.

Unless he has a rare case of asynchronous growth maturation.
