are peptides in mexico effective?

Everytime i pass a pharmacy in mexico i see HGH,DECA,equipoise and other shi are they as effective as the ones in US?
i was considering buying some since you do not need a persciption and there way cheaper.
wondering cause i asked one of my cousins that lives there and he said they dont work and not worth it.
