I believe they are something natural, not something you can artificially get unless you go for fillers (even then, could be wrong).

The guys that you posted have bug eyes which is different and not appealing. In order for it to not be from bug eyes, you need deep-set eyes which they don't have.

Francisco Lachowski has them.

As you can see, his eyes are vertically narrow and also deep-set but he still has it due to the fact it's not from bug eyes.

It's a narrow strip of puffiness under the eye. If it's from bug eyes it doesn't count. Look at the pic I posted above.
