Are pull ups and push ups enough for upper body?

Probably, for shoulders you can try pike pushups or handstand pushups.
Push ups train the front delts hard enough

Yeah, it's enough. I got a good physique from mainly doing pull-ups after a year of working out and I never did any bench/deadlifts/squats during that period. The only area that was kinda supbar in comparison to the rest were my pecs.

Climbing stairs with a 35kg cement bag 2 steps each time followed by jumping squats and good mornings for posterior chain

As long as you progressive overload with added weight, then yeah. You won't have David Laid's size, but your arms will be bigger than 80% of men and defined/vascular

one example is David Goggins, he does thousands of push-ups and pull-ups every week along with running 100+ miles

Absolutely enough. If you can do 30 pull ups you'll be in "what foids want" mode for sure. And you've also got one-arm progressions if you want to keep going.
My workout is entirely calisthenics now with just a couple light isolation moves with dumbell for the show muscles - lateral delt and bicep.
