Are some blacks on same level as whites?

In my entire life I have maybe seen 4-5 black people that seemed to be actual huamns and not brainless monkey niggers that had iq under 70 and you could just see there is no thought going on in their head. So I have the question are the few blacks you see that arent that way, like normal humans and can talk or understand things like us white people do or are they still inferior?
