Take some aspirin and ibuprofen, hydrate and see if it's inflammation. Won't work in every case.

i have tried anti inflammintory shit it worked abit but im starting to wonder if its stubborn fat but im not sure since im pretty lean

Try more NSAIDs then if you saw results.
Could be thyroid problems causing inflammation as an underlying, maybe you only solved half the problem by using NSAIDs
