Most detectives over rely on planned procedures for catching criminals, the more successful ones understand human behavior and aren't ridged thinking.
This makes all feds very mediocre in their practices and the only reason why they get convictions is because criminals are even dumber, or they plant evidence/entrap people. They operate like a monopoly and are backed by the government.
You can very easily get away with a crime if its well thought out and ideally not in a big city (especially in first world countries).
