Technically your body never starts growing, but yeah most pubertal development (this doesn't include things like beard filling out), will be done by late teens.

Personally, when I was 18 I measured 178cm (5 Feet, 10.079 Inches) and my dick was 5.5''. At 20 (the next time I measured) my height was 182cm (5 Feet, 11.654 Inches) and my dick was just over 6 inches.

By 23/24 I noticed changes in my face when compared to pictures of myself at 19. Mostly in my lower third.

Depends if you're a late bloomer or not. If you hit puberty at like 11 or 12 then you're probably already fully grown by 17. I'm 17 and I only started growing arm pit hair and my growth plates are still open. (I hit puberty at 14)
