People who are classified(very subjective) as inferior in terms of looks, health, inteligence and other genetic mutations should not reproduce to limit their inferior genes interfering with potentially good genetically traits. Obviously they should not be murdered, because that would be considered inhumane and hard to apply (personally wouldn't support murder due to genetic inferiority), but they should limit reproduction either by law or my education about their inferiority. It would create new social issues due to implematations of new categorisation system in addition to social and economic. A lot of nuances but in conclusion people with inferior genetical traits should not create a possiblity of that gene existing, hence not passing it down to offspring.

That is one of the large amount of problems with promotion of eugenics. We could argue that widespread education of such issue of gentic inferiority would benefit in in combination with government supporting the promotion of it to younger population in elementary/secondary education facilities - but that raises immediate problem of modern day leftism - those leaches leaning left and Pro-Immigration and Pro-RGBT+ and other faggotry would most certanly oppose that and if we attempt to implement such they won't let that happen. Second issue - I would assume most people are familiar with the government interest of keeping the population inferior(especially in the intelectual category due to the benefits provided to them) people easily manipulatable and those who wouldn't be considered bright by any means benefit the state and those ruling. So it would be practically impossible to pull off. Unless someone will place a dictator and we will live in monarchy where such laws would not be opposed.

The people in this current day and age are extra horny and would fuck even a pillow atp. so that would not be easy to combat, could be fixed with rewiring the women's brain to oppose even the basic hypergamy and honestly lower their egos. Because the reason why males don't experience love and levels of hornines skyrocket is because women want more than they deserve especially in the dating marketplace. If that would be combated first out of ∞ steps would be taken.

anti eugenics is what works for a 1st world society, meaning every man gets a wife and family and in return he helps uphold society/defends society/maintains society

What we have now in the 1st world is pro eugenics(aka hypergamy) and anti racism (aka pro immigration). A total shitshow
