There is a distinction to be made between form and substance. Some transgenders look quite feminine, but they are not females in the proper sense of the word, so even though a man who is 25% Moroccan might look White at times, he is not exactly what a typical White person would see as White.

Moroccan is an obscure word, however. It is not a race and thus you could be both Moroccan and White at the same time.
