It's weird but both my neck and calves remain relatively large even without training, while my arms lag an inch or two behind.

Is this true for most guys or just some?

Aren't they supposed to be bigger?

I've seen measurements among bodybuilders and half the time calves are smaller
I've always thought that the calves and ankles were supposed to be bigger then arms and wrists even when untrained.

I used to be a fat kid, my calves are rlly big but arms and wrists are skinny af

I would trade calves for bigger arms. Calves only matter on women lol
Calves harder to grow than arms. If you blast test and train em 2x a week you’ll be fine. Calves are just fuckd, and small calves makes your frame look feminine so they’re essential to complete the masculine look imo. But not too big that you look like bodybuilder
