Raw milk is high in rich calcium which increases your bone growth for height. Also make sure you eat lots of high T foods like steak. Great for gut health and your total health at all.

yeah but energy deficit => body don't have energy to make more cells => no growth
so you have to "bulk" in a small energic surplus, enough to grow but to not gain much fat
Genetics are the prerequisite, if you get fatter but not taller I have bad news

by “bulking” I meant overeating with the intention of gaining weight, but yeah you’re right

You should eat with the intention of gaining weight, with good nutrition, habits and environment, said weight should be bones and muscle, barely any fat (enough to be healthy like 13-16%bf, 18 for some ppl)
