Genes aren't the only factor no, in fact they're only part of it
For example the family you're born into (again, purely luck) is also deterministic of how you will live the rest of your life
If you're born in a shitty family or one that doesn't know how to nurture you and raise you properly or one that can't even afford a home or college tuition, then you're supposed to deal with it
I'm not saying that people shouldn't work on themselves, the vast majority of people have the genes to be at least above average, but again, it's the genes that play the role
