I have neutral/slightly positive hooding on one side and negative on the other. Is there any way I can make the negative the same as the other? And what causes this to happen?

I have this too, it comes from my jaw being recessed on one side. So the solution is jaw surgery with CCW, because when I pull my head back the eye asymmetry looks much better.

no it can be browridge or supraorbital asymmetry

It can be sometimes, but it’s much more common that the jaws have some kind of crossbite and/or downwards growth type issue, and then the head tilt compensates for that, and the eye area looks more asymmetrical and/or negatively tilted than it should be. Neutral head position will reveal the answer.
