But what really is the problem in your eyes? i think, the almond surgery can make a little more PCT and correct eyelids too.
If it's darkness so yes, graft fats will correct i think.

My eye area for example is not bad (is a real hunter eye area PCT, wide etc..) but under my eyes looks darkness and slight hollowed, i think, in this case is not really bones so graft fats will help you.
