Depends entirely on where they are, typically you have to be around 1 standard deviation below the mean in your area to be considered short, that would be something around 5 foot 7 and below for men in the united states. Of course women and autists on here call 5’9 guys short but to be genuinely noticeably short compared to the average, one standard deviation below is usually going to be considered short
