We know how the average person looks like right, if we would have to rate them I suppose the result would be LTN to High LTN. Also the ratings depends on the country and exact place, that's why the meme "MTN in Mumbai". No, MTN doesn't mean the average person looks. The use of letters "L,M,H" is a replacement for the use of numbers in the PSL scale. Also even if you think MTN = average, you should take in consideration the place where you live. Water: white countries > brown countries. Someone who has a MTN rating usually scores 4-5-6/10 in different categories. Or, someone who has many failos and many halos too. People who have most 4's is LTN.
