I'm 137 lbs at 6'1 and my face is extremely bloated. I'm fucked either way, if I gain weight my face will just get worse, and if I stay at my weight then I can't gain muscle mass. ARGHHHHH

Just build muscle and let face get a bit fatter. 137 pounds is very light I think for 6'1. You can always lose weight again if it doesn't go well.
