These concepts are fuzzy in Europe, it's not 'black' 'white' 'brown' like in US, although because of Anglo cultural influence they have been integrated into European cultural discourse to some extent also.

While people will generally not think of cultures/identities in Europe in terms of 'ethnic/non-ethnic' or 'white/non-white', they will instinctively know the differences but refer to them by proxy (i.e Albanians may be referred to by some Germans as 'not European', 'muslims' [all swarthy phenos with majority muslim populations go here regardless of whether they live in Europe or not], etc)

Genetically speaking, Albanians have closer ties to Asia Minor and Middle East than most of Europe (their paternal haplogroups especially point to this, since they point to their patrilineal origins being from around Africa/Middle-East), but they also have very close ties to the Balkans. At the very least, they would be 'European-adjacent' if not truly European, but at that point it's fuzzy and arbitrary rather than easy to quantify
