Being fat causes hollow under eyes and “bags”

I'm around 20% BF maybe even higher but one thing I've noticed is that I still can see my ogee curve and my cheekbones are visible when lights are off in certain windows. However, I've noticed that my under eyes are really hollow and there are dark circles.

I want to ideally get to 10-12% fat to make the cheekbones more prominent but wouldn't the undereye area get even worse than it already is? Or are you suggesting that it is bad because I have fat

I think for me, the rest of my face is at a higher level due to the body fat, so my thinness under my eyes look even more hollow.
