Best city to improve your English + good looking women

I would like to live in an English speaking city for a year. Does anyone know a good big city with good looking women and a low crime rate. Unsure about London, im white btw. and I am able to find work everywhere. Preferably Europe.

Is it also possible to improve your English (goal: business fluent) somewhere in non English speaking country or should you go to England / Ireland / USA?
