Depends on what kind of surgery, the US or first world countries are always going to be better, but the reduced odds of a medical complication, overall more comfortable service and experience, comes at the cost of price, like anything. If you're getting implants, fat grafting or very minimal procedure, it doesn't really matter, go to Latin America or something. If you're doing something more complicated like bone reconstruction, I'd either stick to the US and pay the higher price, or at the very least go to Turkey.
