whats the best mosturizer i can get for 15$/50-100ml

Probably none. You don't need a moisturizer if your skin is normal or oily, if you feel like you do need it your cleanser is too strong, and you should find one that's more gentle.
The only exception is those fellas with dry skin, when it comes to moisturizing you don't need to complicate it. Natural Moisturizing Factors + HA (The Ordinary) is one I told a friend of mine to try, it has apparently been working for him, it's also fairly inexpensive and doesn't have horrible ingredients. You could also just use squalene or beef tallow.
