Best products to treat hyperpigmentation?

I have a lot of black/purple hyperpigmentation under my eyes, and some red hyperpigmentation around areas where i used to have acne. I wanna know whats the best way to treat it? I just got the ordinary 5% caffeine + egcg and the ordinary 10% niacinamide + 1% zinc, so im gonna use those. Only thing is tho they both say to apply morning and evening, so idk whether to do one in the morning one in the evening, or do them back to back. Let me know what i should do or if i should get any different products

dietary vitamin c or topical application? not gonna use sunscreen tho because that shits fucking horrible for you. dont even need it anyway tho because the UV index in england is literally 0

some of the postinflammatory hyperpigmentation is 1+ year old and not healing. also the under eye hyperpigmentation is hereditary ive literally had it all my life and my whole family has it. so i dont think time will heal any of it

i dont have acne so wouldnt be able to get a prescription for tret or hydroquinone, ill look into azelaic acid tho
