Correct, you could just increase chin height alone, but if the change will be too drastic the gonial angle will look too high, so if you need big changes in chin height to balance it you either chew or clench a lot or get something for the mandible too. I think that for average movements genio only is ok

After the surgeon will increase chin height your gonions will look a bit higher but since you say to have low gonial then you'll look better, i suppose. Fairly low gonions and tall chin is really good, most low gonial angle people are fucked by short chin
