i also have it and might consider making a guide about it.
for your problem it depends if its dental braces would do and if its due to bones than you might need jaw surgery, sometimes bimax if maxilla AND mandible is the problem

i went to dentist when i was younger they told i need twin block but only for top teeth

what about twin blocks, braces, invisalligners etc?
Honestly class 2 is on the heavier/moderate side, as far as I'm aware orthodontics are only able to correct milder overbite cases. I'm pretty sure that if you're a class 2, something like braces or invisalign will only fix your teeth, but they'll do very little for the underlying bone structure itself, so while it may fix your bite, you'll still likely be recessed.

Looking at it from a purely aesthetic standpoint, jaw surgery would be ideal, but if you're only after functional benefits then yeah, those could be your solutions.

Yeah, honestly, if you're recessed, get surgery. If you're not, and then orthodontics work. When you're younger, orthodontic treatment may be able to correct the recession too, but since you're +16 that's pretty unlikely.

can orthodontic treatment correct my recession and overbite without recessing my maxilla or pushing my upper teeth back? 14

Correct overbite? Yes!

Correct recession? No, probably.

So your maxillary sutures (and other such facial plates) close at around 14-16, I can't tell you if orthodontics can fix your recession at that point, for all I know your sutures may be pretty much closed by this point, or maybe not! I do not believe orthodontics cause recession, I have yet to find any creditable dentist that says such a thing, it's mostly dudes on .org with very little evidence to back up the claims, so for all I know it's just a hoax.

But what I can tell you for sure is that braces or invisalign can indeed correct your overbite, but whether they will fix a recession isn't certain.
