big neck and what does it mean?

so im kind of concerned because i have a large neck with no hypertrophy its just naturally big, im not fat either and somehow my neck is on par with obese individuals? i mean i would take the perk but it just looks a bit out of place as im only a teen and it looks like a full grown bodybuilder neck so it kinda makes my torso look like its trying too hard. doesnt help with my arms because from a side view my arms look like it can be swallowed down my neck. my arms are average male size but look youthful for some reason aswel as my torso which is 40 inches in circumference but still looks youthful... any suggestions or what the fuck is going on? i know someone mentioned neoteny...

idk if this is important or not but my arms stick out soo much i kinda look like a spider its like 120 degrees normal people have arms downwards which looks faggy imo so ig im lucky there
