Bite Blocks

Can bite blocks fix a recessed mandible? I have an overbite because of my recessed mandible to the point where my upper teeth almost completely cover my bottom row. Where would bite blocks need to be placed to cause CCW rotation if possible to help?

it would definitely make it look better than before
