after painting my eyebrows with mascara, I have this:

as you can see, my falio is a negative cantal tilt.

when I squint, I get something like this:

Can I get a neutral eyebrow tilt if I shave (pluck) them on the right sides?

Your canthal tilt is positive but your negative hooding and brow tilt gives you that saggy look, you could get a blepharoplasty combined with a brow lift.

you could shave the end part of your brows but I wouldn't do that since you would have much shorter looking eye brows

You do have a neutral tilt, it's just that u have an negative hooding which perceives as an negative canthal tilt.

i mean you could risk it but i would highly suggest not doing it, also they look pretty dark so dyeing them wouldn't do much of a difference

Tbh no you can't it still will look the same this is either due to levator and orb oculi muscle weakness, excess fat, fluid retention or genetics.
For softmaxxing(mostly cope) you could try the orbicularis oculi cope see if it works.
For hardmaxxes you could do upper blepheroplasty Or ptosis repair or a browlift.

I think maybe I shouldn't dye them black after all, because judging by the photos above I look pretty weird with black eyebrows. and when they are natural color, their negative canthal tilt is not noticeable.

I honestly don't know, dyeing it black would be pretty weird since my hair is light. but dyeing it some other dark color would also be weird because my negative eyebrow slant is immediately noticeable.

I already played around in photoshop and saw that if i really start plucking my eyebrows they will look very short. what do you think?

I also have negative hooding (not as noticeable tho), my friend too it's not that serious alot of models have it too but the only way is surgery from what i know
