I've been so awakened to just how important development is the last few days (literally went out of my way to ask 60 different people online) so I want to say this is about 50/50 genetics and development. There's some black backgrounds that have good bone structure but those are also typically more native areas where they have traditional background and development. In the west, there is no way in hell most blacks have optimal environments for development with a 76 percent single motherhood rate and the highest rate of poverty.
