IQ exists on a bel curve. There are deviations from the mean in every group.

It would make sense that the Indians or Nigerians that move overseas are higher IQ than the average because you need to be an educated worker to easily immigrate. So the immigrants from lower IQ countries wouldn't reflect the average.
