Tiny hips and waist is incredibly common in black people.

It’s a masculine ratio but I’ve noticed that black people can suffer from waists and hips that are too small and look fragile.

I don’t think this example is too bad though. I think this sits right on the edge of how skinny your waists and hips can be as a male and still look acceptable. Probably closer to ideal if we’re being honest.
