Since I got my arms completely black tattooed, I've had girls approach me on the street and touch my arms. If anything, it makes you stand out from the crowd; it may not increase your SMV, but it does make you appear more badass and intriguing if you already have a good face and are white. It might also look good with dyed black hair.
