Lower body fat (10%) + removing hair and focusing a lot more on abs is all you need

What is your strength level on each compound lift? (weighted chin up, overhead press, bench press, barbell row, squat, deadlift)

You look narrow but that may just be because you're still a beginner on most lifts, not because you have wide hips but I can't tell without knowing your strength level, because as a natural, strength and muscle growth are tied together.

Shoulder width seems to be good, so at least you don't have the worst possible failo for body.
Arms look not bad, about average.
Hips are too wide.
Pecs are absolutely shit tier sorry man. They are vertically short and have an upside down v in the middle instead of looking square.
Abs are too flabby and undertrained.
What is your true inseam length?

Your chest looks weird man, like too high-set and small, not only in volume but in area too

Also how much cm are your collarbones ? (each, not the whole span)

yeah i just started training pecks like 3 months so hope for the better they improve lmao gonna get tape now

Pretty average frame/muscle insertions. Kinda hard to tell how good/bad your chest/ab genetics are because of your body hair. Honestly abs are not very good from what I can see (asymmetric and bodyfat distribution is not ideal), chest isn't very good either , tricep looks good and bicep isn't that great. Shoulder to hip ratio looks average although hard to tell because you're twisting and turning sideways.

You definitely not cut then. You should train the lifts I mentioned as much as possible, ditch the accessory work and focus on the compound movements. Also, do the squat, bench press and overhead press 3 times per week with 3x5 volume with one rest day in between each workout day, and do barbell rows and deadlifts one workout out of 2. This is the program that you should do for that:

If you run that program properly, in 6-12 months you should be able to do:

a 135 lb (61.24 kg) overhead press
a 200 lb (90.72 kg) barbell row
a 225 lb (102.06 kg) bench press
a 315 lb (142.89 kg) squat
a 405 lb (183.71 kg) deadlift.

By that point you should be intermediate which should give you an above average physique and around 20 lbs of muscle, then, for the next 2 years you can do either Madcow's 5x5 (this is Bill Starr's program) or another good full body intermediate program and you can add in weighted chin ups on some days to grow wider lats. Many guys here think that the v taper is due to genetics but it isn't, the stronger you are at weighted chin ups and barbell rows, the wider and thicker your lats will be, which will give you a v taper, even if you have wide hips.

After a total of 3 years of training (1 year on ICF 2.0 and 2 years on Madcow's 5x5), you should be able to do:

a 100 lb (45.36 kg) weighted chin up
a 200 lb (90.72 kg) overhead press
a 275 lb (124.74 kg) barbell row
a 315 lb (142.89 kg) bench press
a 405 lb (183.71 kg) squat
a 500 lb (226.8 kg) deadlift

By that point, you should have a very impressive muscular physique and people will be able to tell that you lift even if you have a shirt on. And your body will be fully developed, in the 3 years, you will have gained 35-40 lbs of muscle mass and you will look amazing as a natural, your physique will look like the superheroes that you see on the big screen, and women will love it.

You shouldn't cut. Cutting and bulking is a waste of time, it took me years to discover that. That is because, as a natural, if you want to make progress, you need to be at a higher body fat (15-20% body fat), otherwise you will progress very slowly.

You cannot gain your 2 lbs of muscle per month as a beginner if you are restricting your calories too much, lean bulking doesn't work if you're lean.

Lean bulking works when you're already at the right body fat. You need the extra fat to recover, that is why when a fat guy trains for a couple of months, he usually looks muscular at the end of his cut, because his high food intake allowed him to recover well enough to make gains, but for the skinny guy who couldn't eat enough or was afraid of losing his abs, he usually makes no progress during that time because his body lacks the food required to recover. The reason why you don't need a constant surplus is because your body can use its fat stores to build muscle but it can only do that if it has fat to burn off. The lower your body fat, the weaker you will be in the gym. Only guys who take heavy doses of steroids can gain lots of muscle mass while being very lean, naturals just can't.

So, what does this mean? As long as you stay at a bulked up state (15-20% body fat) and maintain that weight, you'll have the necessary body fat to recover, and you'll be at a healthy bodyweight, you won't have abs for a very long time, but you'll get stronger and bigger each month, the progress will be much quicker, and then, when you cut, it will be simple, because cutting from 15% to 10% doesn't take longer than 2-3 months.

If you cut now, you won't even look like you lift. The reason why your lats are small is not because you have wide hips, but because you have weak lats. Get a strong upper body and lower body, and you'll look amazing and women will love your new look. But if you sacrifice that for abs, you'll just be the skinny guy with abs who is weak and doesn't look like he lifts.

Here is what you need to do:

1) Stop cutting and try to maintain your weight instead
2) Start the program that I sent you and if you can make progress, keep maintaining until you plateau
3) If you plateau, just increase your caloric intake by 10%
4) If you do this, you will never have to waste time cutting and you'll make faster progress than anyone else in the gym, and you'll look amazing after 3 years of training. After only 1 year your physique will look great, but after 3 years, you will be very close to your genetic limit.

VERY SUPER HIGH IQ ANSWER!! i safe this right now, the only reason i want to go to 12% is because i am really intrested how my face looks when being that lean , body isnt very important for me right now because i just want to get the best hollowcheeks and jaw and thats why i am going for 12% , i look really bad if i go above 16% so i will just go down for now out of curiousity because i look better and better when i leandown and i am not even at my main goal
