You definitely not cut then. You should train the lifts I mentioned as much as possible, ditch the accessory work and focus on the compound movements. Also, do the squat, bench press and overhead press 3 times per week with 3x5 volume with one rest day in between each workout day, and do barbell rows and deadlifts one workout out of 2. This is the program that you should do for that:
If you run that program properly, in 6-12 months you should be able to do:
a 135 lb (61.24 kg) overhead press
a 200 lb (90.72 kg) barbell row
a 225 lb (102.06 kg) bench press
a 315 lb (142.89 kg) squat
a 405 lb (183.71 kg) deadlift.
By that point you should be intermediate which should give you an above average physique and around 20 lbs of muscle, then, for the next 2 years you can do either Madcow's 5x5 (this is Bill Starr's program) or another good full body intermediate program and you can add in weighted chin ups on some days to grow wider lats. Many guys here think that the v taper is due to genetics but it isn't, the stronger you are at weighted chin ups and barbell rows, the wider and thicker your lats will be, which will give you a v taper, even if you have wide hips.
After a total of 3 years of training (1 year on ICF 2.0 and 2 years on Madcow's 5x5), you should be able to do:
a 100 lb (45.36 kg) weighted chin up
a 200 lb (90.72 kg) overhead press
a 275 lb (124.74 kg) barbell row
a 315 lb (142.89 kg) bench press
a 405 lb (183.71 kg) squat
a 500 lb (226.8 kg) deadlift
By that point, you should have a very impressive muscular physique and people will be able to tell that you lift even if you have a shirt on. And your body will be fully developed, in the 3 years, you will have gained 35-40 lbs of muscle mass and you will look amazing as a natural, your physique will look like the superheroes that you see on the big screen, and women will love it.

Say whatever you want about Jason Blaha but David laid used Blaha's first version of the program years ago before he started using steroids, and he got really big and strong naturally thanks to blaha, so the program does work.
yeahh lifefuel! love pushdayMake chest back & shoulders your primary target with exercise selection. Don't even bother with targeting your arms or core or anything unless its accessory work. Your upper chest is fine but lower chest is naturally very weak so normal bench press would help a lot, for most men it is the other way around and they have a weak upperchest which is why yours look odd. You have very even hips so have a rectangular shape so doing core work without a big back and shoulders is bad. Abs will come naturally from training elsewhere and losing bodyfat, and your arms look fine as is so they don't need direct work. Overall great starting place tbh, your weak areas are actually the most fun exercises imo.
Your bone structure is honestly far from ideal, it seems like your hips are decently wider than your ribcage and your internipple distance is short. Triceps look disproportionately bigger than everything else. Would help to drop some body fat and build up chest / delts / lats a bit more6'1 71.5kg around 14%bf
