Well it depends on genetics when your puberty starts or ends, but by the time you are 19 it's already done and majority of the changes already happened. I don't think he had any hope left for his goal.

Your facial bones don’t change. Your skull will get larger, sure, but it’s not like you’re gonna grow a larger chin or soemthing like that. It grows proportionately.

Any “increase in bones” you think you are seeing is just loss / shrinking of fat pads making bones appear more prominent, which happens in your 20s.

Everything grows. But if you have a small chin, it doesn’t change that. It will still be small in comparison to your face. Like if your philtrum to chin ratio is 1:2 it will remain like that.
