More likely the surgeon thought this guy was too far gone to benefit from him doing surgery. Rather than admit he wasn't good enough to help him, he came up with some BS which will send this guy down some deadend path, but that deadend will be some other Doctor's problem. Some Doctor's pull this crap all the time.
