Can facial bones grow abnormally (asymmetrically, too weakly/strongly) due to the position of the teeth? For example, if there is a crossbite, the bones will grow asymmetrically and in the future they can only be corrected with surgery?

It's true but with good habits you wouldn't have to do a surgery
 
At what age, approximately, do bones with a permanent malocclusion begin to grow incorrectly, almost permanently?
after the adolescent growth spurt before that orthodontics can usually guide teeth and jaw growth effectively.
