BOTB thread structure?

I had a quick question i was hoping someone could help with since im still pretty new to this cite: In the BOTB when someone reacts or replies does the post then get moved up to the top just like in "new posts" or does it stay the same and the ones at the top are dependent on the date they were posted? Sorry I worded that weirdly.
