It's often said that criminals owe a debt to society. Victims come first, prison protects the public, and so on. We are also well aware that some jobs are incredibly dangerous and aren't just the NEET bucks which @PrinceLuenLeoncur has been claiming for the better of a decade.
Now, putting this all on our one morsel, we will politely explore the, of course, only rational solution.
Why shan't we legally reclassify certain individuals, or categories thereof, as... socially expendable? That's the phrase we shall use! Socially expendable. When we need someone for a mission with a nontrivial chance of death, this class is, lucky for them, first in line. In exchange? Hey it's not just a punishment scheme, we have benefits too just like the Rabbi giving you your 5% cashback. They get heavy sentence reductions, compensation sent to the kin, hell even a "died in service" status for those who do not make it back.
@JohnDoe runs someone over some tosser biker at the snake pass? His death by dangerous driving charge is now a conscription notice.
If you genuinely believe criminals have partially forfeited their rights and that they owe something back to the community, or even them which he harmed, this is just a more efficient version of prison. You repay your debt instead of painting white ribbons on the tranny thief's chin for 5yrs.
